Having struggled through a year of unprecedented economic hardship and environmental disasters like earthquakes and flooding, the people of Afghanistan are less prepared than ever to weather another harsh winter.

“This generous and timely contribution from the Republic of Korea amounts to a lifeline for many extremely vulnerable people, including those facing the devastating effects of both unrest and environmental shocks,” said WFP West and Central Africa Regional Director Chris Nikoi.

The evaluation was commissioned to establish the baseline data for standard and custom outcome indicators in line with the approved Performance Monitoring Plan, and provide a situational analysis before the project begins, and the context necessary for the midterm and end-line evaluations to assess coherence, relevance, effectiveness, efficiency, sustainability, and impact of the project.

The evaluation was carried out in 2023 and aligned with the WFP's Country Strategic Plan (CSP) across  key strategic outcomes (SO) 2 and 3.
