Reflecting on a record year for emergencies Flexible funding has never been more essential to the work of the World Food Programme. In 2019 the agency dealt with a record number of emergencies — 8 at the highest level of 3, and 12 at Level 2 — fuelled chiefly by conflict and climate change. Conflicts in Yemen and Syria raged on, with millions displaced and facing chronic food insecuri
