2025 - Anticipatory action in Somalia: evidence and lessons learned from 2023 and 2024 activations

In April 2024, WFP together with Somali Disaster Management Agency (SoDMA) activated an Anticipatory Action plan to mitigate the anticipated impact of floods in the cities of Baardheere, Luuq, Jowhar, and Beletweyne. This was the second activation of the Somalia Anticipatory Action Plan, following its initial activation in October 2023, ahead of significant El Niño-induced floods.

The 2023 and 2024 Anticipatory Action Post-Assistance Learning Reports and the factsheet on the 2024 activation present the results of a comprehensive study conducted for both activations to assess the effectiveness of AA implementation, as well as key lessons learned from these activations and recommendations for future activations. These AA implementations improved the food security levels of households supported and reduced their negative coping strategies to deal with the floods. Some key learnings for future activations include prioritizing community engagement, ensuring safe access for women and girls and enhancing collaboration for the effective monitoring of forecasts and trigger activation.
