Emergency Food Assistance in Angola for Conflict Affected Refugees

The ongoing conflict between the Armed Forces of the Democratic Republic of the Congo (Forces Armées de la République Démocratique du Congo or FARDC) and the Kamuena Nsapu militia faction in the greater Kasai region, Democratic Republic of the Congo (DRC) has led to population displacements and an influx of refugees into neighbouring Angola.
The Angola Inter-Agency Refugee Appeal for the April-December 2017 period projects that 50,000 refugees will require emergency food assistance. The Government of Angola has requested support from the United Nations Country Team and non-governmental organizations (NGOs) to respond to the crisis. With the on-going conflict in DRC, the situation remains volatile and new refugees continue to arrive in reception center areas at a consistent rate.
Prior to the current emergency response, WFP did not have operational presence in Angola. Following an official request for support from the Government of Angola (Ministério da assistência e reinserção social, MINARS) on 22 May 2017, WFP took immediate action to provide food assistance to the DRC refugee population in Angola in coordination with UN and NGO partners.
WFP has strengthened its capacity to deliver core operational functions required for the refugee response in Angola and is closely coordinating its activities in collaboration with key partners, including UNHCR and World Vision International (WVI). Over the duration of the EMOP, food assistance will be provided through in-kind food, including ready to use supplementary food (RUSF). Following the relocation of the refugee population from the site in Dundo to Lovua, WFP will consider using a phased approach to implement cash-based transfers (CBT) which will be informed by assessment of markets, financial service providers, and other relevant factors.
This EMOP 201083 succeeds IR EMOP 201076 and will cover the food needs of refugees from August 2017 to July 2018.
